General Rules and Regulations

 

SECTION I – GENERAL

1. These Rules and Regulations can only be amended, omitted or changed during a Board of Directors meeting through a majority of those members in attendance.

2. Insurance shall be obtained to cover players, assistant managers, managers, team officials and league Board members and administrators. Players with physical/medical limitations must have a doctor’s permission in writing to participate in the league program. Public liability insurance shall also be obtained to cover league operations.

3. With the exception of returning players, each youth must provide acceptable documentation as to the player’s age during registration.

4. A registration fee is required for a child to participate in the league program. All such fees must be paid prior to the child’s first scheduled game, on a date established by the Board of Directors.

5. All equipment and uniforms issued to team officials or players, except those designated as "give-away" must be returned to the league upon request or at the end of the season whichever is sooner, including broken equipment. The league will place under consideration, eligibility to manage, any manager failing to return such items or failing to adequately make restitution to the league.

6. Players should not be left unattended after a practice or game. If a manager continually has a problem with parents picking-up a player in a timely fashion, the manager shall report the situation to the Board of Directors who shall take action against the offending parent.

7. Physical disciplining or verbal abuse of players by managers or assistant managers is forbidden, regardless of their relationship to the player.

8. Managers are responsible for the action of their parents and spectators. Unsportsmanlike conduct or abusive language will not be tolerated from managers, assistant managers, players or spectators. Continued abuse by any of the above mentioned individuals toward a game official, the other team or spectators of the other team shall be grounds for the umpire to eject the guilty manager, or ask the offending parent/spectator to leave the field.

9. Any person having knowledge of infractions of any rule, regulation or policy of the league is responsible to report such infraction to the Board of Directors as soon as possible.

10. It is the policy of the Board of Directors that the Tierra Canyon Girls Softball League will provide a safe environment for those participating in the league program. It is the responsibility of every member of the organization to ensure the facilities used, equipment issued and conduct of the game is as safe as possible. Any individual who has knowledge of an unsafe condition has an obligation to report the situation to the Board immediately.

11. Any actions taken in the name of the league or any of its teams must be approved in advance by the Board of Directors. Any money solicited or accepted by any member of the organization is money of the league. No promises expressed or implied may be given to any donor or sponsor without Board approval. Any fund-raising conducted by an individual team, must be approved by the Board.

12. All managers will bring player registration forms, field contracts and necessary equipment including first aid kits to all practices and games. The registration forms contain Medical Release and Emergency Phone Numbers for the individual players.

SECTION II – MANAGERS AND ASSISTANT MANAGERS

1. All managers and assistant managers shall be approved by the Board of Directors. A list of individuals interested in managing a team within the league shall be presented to the Board at least two weeks prior to the Player Selection Draft. All those requesting consideration for Team Manager shall complete a background information form. If more than enough managers request to manage in any age division, the following factors shall be taken into consideration for final selection. These factors include, but are not limited to if the manager is certified through A.S.A. coaching program or other acceptable training program, if the individual is a returning managers from the same age division from the previous year, a returning manager from the previous year in any age division, and if the individual has been an assistant manager in the league. All nominees previous managing conduct will be taken under consideration for the best interest of the league.

2. Once managers have been approved, each will submit the name of their assistant manager to the Board for approval. Only one assistant manager can be guaranteed prior to the Player Selection Draft.

3. In the event that the league fails to obtain adequate adult leadership for any team in the league, that team shall be disbanded and the players placed on another team or a refund given.

4. Managers are responsible for the safety and well being of his or her players. If the official manager is missing, then the assistant manager shall act as manager.

5. All business of the team on the field shall be handled by either the manager or assistant manager. Any team player or member of the team management may act as a base coach. Players will wear a helmet if acting as a base coach.

6. Managers and assistant managers are required to attend any training programs conducted by the league, unless excused by the Board. If written team rules are provided to players by the manager, such rules must be submitted to the Player Development Agent for approval prior to distribution.

7. It is the manager’s duty to report any of the following to the Player Agent: Poor attendance of a player; benching; apparent drops from the team; or unsportsmanlike conduct so the Board may take appropriate action. The manager shall also complete an accident form for any injuries and submit the completed form to the Safety Chairman within twenty-four (24) hours of the accident.

8. Managers and assistant managers are to maintain professional conduct at all times. Charges of misconduct submitted to the President concerning a manager or assistant manager shall be acted upon by the Board of Directors.

9. Managers should hold team practices at a minimum once (1) per week; at least twice (2) a week prior to the start of league games, and then once (1) per week once league play begins is recommended.

 

SECTION III - TEAM MEMBERS

1. All Players are to be in uniforms provided by the league for all games. Failure to be in uniform will result in removal from the game.

2. Any incidence of benching must be reported to the Player Agent. If a player feels they are being unfairly benched, they may lodge a complaint with the Player Agent. In the event of serious misconduct or repeated misconduct by a player or parent, said player or parent shall appear before the Board for possible suspension.

3. Any player who misses three (3) consecutive practices or games without advance notice and a reasonable excuse may be dropped from the team roster. Illness, school and church events are reasonable excuses. Parent verification of illness shall be accepted.

4. No player shall be permitted to participate in any team function without a signed player liability release, or without having paid the required registration fees.

5. A determination as to the amount of refund shall be made in the case of any player resigning prior to the first league game. The Board of Directors shall handle all requests for refunds on a case-by-case basis. Any player who has played at least 50% of her teams games, and has not received any type of refund, shall be given any awards that her team may receive.

 

SECTION IV – DIVISIONS

1. Depending on registration, the league will offer the following divisions of play:

Rookies 6 – 8 years old

Minors 9 – 10 years old

Majors 11 – 12 years old

Seniors 13 – 14 years old

All ages are determined by the player’s age as of January 1st, of the current season.

2. Only after a player has been evaluated in her age specific category can they be recommended to be evaluated at the higher age division. The Player Selection Committee will evaluate the player’s ability and make a determination as to whether or not they may play at the higher level, based on the following factors:

    • The age of the player (i.e., if the player is at or near the top of the age bracket);
    • The physical and mental development of the player;
    • The number of years already played at one age division (e.g., two years already completed in minors);
    • The number of years played in total;
    • The evaluation of the player’s overall ability by the Committee.

Other factors that may be considered in the placement of players are: A desire to make the number of players per team in a certain division; a suggestion that it would be our opinion that a girl would benefit more if she were to play in a division different than that which she is eligible by age. It should be made clear that the league makes these decisions with the good of the league in mind.

3. Players who wish to play down an age division must notify the Player Agent prior to evaluations. Said player will be required to be evaluated in her own age division to enable the Player Selection Committee to evaluate the player’s ability and capabilities at her own level. The Committee must reasonably believe that the child would be in danger of injury in her own division to grant a player authorization to play down a division.

SECTION V – TEAM DRAFT

1. Prior to the date of the league evaluations the Player Selection Committee shall submit to the Board for approval the method and policies which shall govern the evaluation process. The Player Selection Committee shall consist of the Player Agent, Player Development Chairman, Vice-President and the Commissioner. It shall be the objective of the adopted method and policies to ensure equal distribution of talent among the teams within each division.

2. At least thirty (30) days prior to the scheduled start of league play; the league will conduct a player evaluation for all players registered in the league. Evaluations are mandatory for all players. Evaluations shall be coordinated by the Player Selection Committee.

3. Following evaluations, the Player Agent shall conduct a team draft for all divisions of play. All managers are required to attend the draft for their respective age division.

4. With the exception of majors and seniors, the Board shall make every effort to place a maximum of fourteen (14) players on each team

 

SECTION VI – RULES

1. Unless otherwise excepted herein, all games of the Tierra Canyon Girls Softball League shall comply with the current edition of the A.S.A. Guide and Playing Rules.

2. Only the team manager and assistant manager are permitted in team dug-outs during official games.

3. When playing teams outside the Tierrasanta League at Farb or Serra, the home team is responsible to prepare the field (drag, chalk, bases), supply game balls, maintain the official scorebook, perform safety inspections, put away bases and any other equipment, water field if last game of day and ensure that the field is left clean. At all other times, both teams are responsible for preparing the field for play and after-game maintenance. Allow at least thirty (30) minutes for field prep prior to the start of a game.

4. Cleats are required. Shirts must be tucked in. Visors or baseball hats are permitted but not required.

5. No jewelry of any kind shall be worn by any player during a game or practice, except medical alerts, which must be taped to the player’s body.

6. Girls must remain in the dug-out at all times during an official game, unless they are at bat, on base, on deck, coaching a base or playing defense.

7. With the exception of Rookies, sliding should be taught and encouraged provided field conditions are safe for sliding. A runner can be called out for not sliding during a close play at any base (except 1st).

8. A game may begin and continue with a minimum of eight (8) players. If a team can not field at least 8 players by start time, a forfeit shall be declared. Teams starting with nine (9) players may continue a game with eight (8) as per A.S.A. rules. (If both teams are from Tierra Canyon, players may be borrowed from the opposing team if agreed upon by the managers from each team to give a minimum of 8 players to the short team. If players arrive after the game has started, borrowed players will be returned to their original team)

9. If no umpire is available for a game, a bystander or parent may be used if agreed upon by both managers. If a bystander or parent is agreed upon and one ball is pitched, the game is official.

These Division Rules will be reviewed annually, prior to the start of the season by the Rules Committee.
